OFFICIATING DEVELOPMENT PROGRAM

EASTERN REGION

OVERVIEW:

  • The overall goal of the Officiating Development Program is to provide the best possible officiating for players in the Eastern Region, while at the same time providing the officials a positive place to learn, interact and excel.
  • All scheduling of officials is done by a Regional Assignor. RICs and Evaluators focus on recruiting, evaluation and mentoring officials. The objectives are to ensure regional consistency from one association to the next in assignments, to give exposure to junior officials and encourage them to work with different refs, and to ensure that games are assigned to qualified personnel.
  • Officials who want to attain a more senior level are required to take the appropriate clinic and get evaluations done to support the new level. Taking an upgrade course does not qualify an official for a higher level. Both components (course and evaluations) must be completed.
  • Officials are required to take refresher clinics in rule change years and to get evaluations to maintain their levels. 
  • Officials are responsible to register with Ringette Ontario via RAMP in order to officiate. The registration fee for officials for the 2023-2024 season is $50.25. Additional registration information can be found on the Ringette Ontario website. 
  • All officials 18 years of age or older are required to obtain a police record check and upload it to their RAMP Registrations profile by December 31st, 2023. Failure to do so will result in being unable to officiate in any sanctioned play (league, tournaments & exhibition games). The PRC must be current and submitted once every 3 seasons.

  • If you would like to officiate in a tournament in the Eastern Region, please submit the ERRA Tournament Application Form for each event of interest. Please note that you will be notified of acceptance only when the schedule is made available to the referee scheduler and the number of referees needed has been established.

PAYMENT:
The payment structure for 2023-2024 is standard throughout the region. Twice a season (December / April), the Eastern Region Ringette Referees Treasurer will submit an invoice to the local associations for payment of regular season games.

  • Associations will submit payment for their home games to the Eastern Region Ringette Referees Treasurer who will issue one payment per official via e-transfer on behalf of all associations.
  • Tournaments issue payments through a number of different means, information about this will be provided by the referee scheduler.
  • Clinics and Registration Fees - the associations can support registration fees for officials. Reimbursement of clinic fees and registration fees is at the discretion of the region if the official demontrates a continued committment to officiating in Eastern Region throughout the 2023-2024 season.
REGULAR SEASON (scheduled games, updated for 2023-2024):
Except for 40-minute AA games (i.e. LERQ games), officials are paid by their ORA carded rank for regular season games.

U16AA & U19AA 40-minute games   $40.00

PREMIUMS (Incentives):

  • Travel at $ 8.00 for a round trip of 50-99 km
  • $12.00 for 100 km or more with special arrangements for outlying areas (eg Kingson, UOV).
  • Games with a single official are paid at a rate of 2 times the base rate.


EXHIBITION Games:
To request referees for an exhibtion game, please contact the Regional Assignor a minimum of 7 days in advance of the proposed game.

TOURNAMENTS:
Officials at tournaments are paid based on the level of the game. No premiums are paid.

AA   $40.00 (2 x 20 min. or 4 x 10 min. periods)
AA / A   $30.00 (2 x 15 min. periods)
B and C   $24.00-$28.00

TOURNAMENT RESPONSIBILITIES:

The Host Association is required to:

  • pass schedule to ERRA Officiating Coordinator
  • pass schedule to RIC of local association
  • all issues/items are to be discussed with RIC who is the liaison with the Regional Coordinator and Scheduler

The Referee-in-Chief, Local Association is required to:

  • attend relevant meetings with Local Association Tournament Committee
  • provide list of Officials to Scheduler one month prior to tournament
  • review schedule and approve before assignments made
  • review schedule and approve after assignments made
  • post schedules, distribute schedules, letters, etc.
  • liaison with Regional Coordinator, Evaluation Coordinator and Scheduler
  • arrange payment of officials
  • hospitality for officials, i.e. comp room for out of town refs, drinks (juice, water, etc.) in the ref room between games, etc. Not mandatory.

The Regional Coordinator is required to:

  • review schedule and approve before assignments made
  • review schedule and approve after assignments made
  • oversee tournament - handle complaints (can designate to RIC or other representative)

The Tournament Coordinator is required to::

  • decide the number of officials required for the tournament by level
  • compose a list of officials who will be given the opportunity to participate in the tournament according to the levels required giving preference to officials in the local association and neighboring associations
  • notify the officials that they have been accepted and establish their availability
  • work with the Regional Scheduler and Evaluation Coordinator to ensure that the complement of officials is correct and that officials have the opportunity for evaluations
